1) GENERAL SUMMARY
The Senior Contract Administrator is the principal staff member responsible for all post award major individual material contract purchases from the U.S. Government. This position administers the ILP contract (i.e., inputs quotes, troubleshoots, and researches pricing issues); the review and acceptance of contracts; and supervises/monitors the entering of orders into the SAP R/3 System; assist with questions related to solicitations for quotations and proposals prior to award. Coordinates with AMG departments to ensure all pertinent orders are delivered on time. Provides management reports documenting orders and delivery activity that are used in forecasting and tracking AFTC Annual Operating Plan performance. Provides reports to Major Buying Commands and Defense Contract Management Agency (DCMA) regarding contracts and orders, as required. Must be thoroughly knowledgeable of FAR/DFAR/DPAS regulations. Provides timely communication via phone, e-mail and other forms of correspondence to resolve problems with internal and external customers.
2) ORGANIZATIONAL RELATIONSHIPS
This position provides guidance to the Assistant Contract Administrator for proper entry of orders into SAP, communications to Operations regarding performance, and reporting of contract progress and performance. Responsibilities include guidance and coordination of activities related specifically to support of U.S. Government contracts/orders. Helps administer the contractual accuracy of orders from quotation to complete delivery and works through several layers of the organization, such as, Pricing, Materials, Parts Engineering, and Operations to properly administer and complete the company's contractual obligations. 3) SCOPE OF RESPONSIBILITY
This position administers hundreds of contracts and orders, with sales volume in excess of $100 Million. Specifically responsible for large, multi-year contracts, many over $100,000 and involving complicated requirements and phased delivery schedules, which require extensive coordination with the government Procurement Contracting Officers (PCO) of four major buying commands. Our failure to perform on any one of these contracts could result in termination and significant loss of business to the company. Most of these contracts have lofty performance expectations and high visibility with our largest government customer, and can influence our ability to secure future contracts and awards. Our customer base requires critical parts for the military, and utilizes numerous complex contractual references that this position must quickly and accurately communicate throughout the company.
4) PRINCIPAL DUTIES AND RESPONSIBILITIES
b.) Negotiates terms and conditions, schedule changes and any other terms pertaining to orders with the U.S. Government.
c.) Reviews contracts for correct terms and regulatory compliance, and provides guidance for further order processing, including entering into the SAP R/3 System, comunication to Operations and final closeout.
d.) Coordinates with Company internal departments to ensure all terms and conditions are met. Resolves any problems by contacting the cognizant agencies through verbal and written communication, and follow-up documentation.
e.) Assist with questions related to solicitations for quotations and proposals prior to award.
f.) Oversees the preparation of management reports documenting contract activity used in forecasting the Annual Operating Plan of the organization.
g.) Tracks on-time delivery performance provides timely responses to internal and external customer inquiries in this area. Responsible for a better than 95% on time delivery level.
5) KNOWLEDGE, SKILLS AND EXPERIENCE
Requires a minimum of a Bachelor Degree in Business Administration, or equivalent and 5 years experience in FAR contracting related field. NCMA Certification preferred.
This position requires a broad knowledge of the Federal Acquisition Regulations (FAR/DFAR/DPAS) and U.S. Government contract administration policies and procedures, a working knowledge of all phases of manufacturing, pricing, material management, shipping, and contract administration. Requires strong communication skills, both written and verbal. Must have good computer skills and experience in general PC operation, MS Windows and Office systems, relational database principles, and e-mail.
